Surveillance and Human Rights: Recommendations on Integrating Human Rights Standards in the Formulation of Surveillance Policies in Indonesia



The increasingly widespread practice of surveillance in different countries has created much concern on possible violations of a person’s privacy rights. Data and personal information of an individual, including personal life, are accessible to other parties, without being noticed by the owner. Based on the background, this paper is intended to see the extent of compatibility and compliance of regulatory and surveillance policies in Indonesia with the principles of human rights protection. It also intends to take pictures of surveillance practices in Indonesia, which has the potential to breach the right to privacy of citizens. Finally, this paper intends to give recommendations for policymakers to review policies, both administrative and legislative, associated with the practice of surveillance, and to then create new policies that are more integrative and consistent with the protection of human rights.
