The Politics of transitional justice in Post-Suharto Indonesia : Dissertation
Jiwon’s doctoral dissertation is on transitional justice in post-Suharto Indonesia. The international context of transitional justice has been greatly transformed during the past decades, with norms and models diffused cross-nationally or from international organizations and NGOs. Does internationalization of transitional justice lead to better practices in latecomer democracies? In Indonesia, why are transitional justice mechanisms on paper – the human rights court system and the TRC – virtually abandoned in practice? Jiwon suggests that introduction of transitional justice models can be facilitated by international pressure and linkages, but laws may remain hollow in the absence of strong strategic concerns on the domestic level. With case studies from Indonesia, such as post-conflict Aceh and a failed attempt to prosecute former President Suharto with human rights abuses, Jiwon shows how the use of existing models is blocked by non-decision, procrastination, and playing truth and justice against each other.
